Here is the latest report..
West Wellfield Project Update - 11/9/09 
Installation of the water main across SW 10th Street (just west of Military
Trail) began on Sunday, Nov. 8. Work is proceeding overnight, from 9 PM - 5
AM, when traffic volume is lowest. At night, SW 10th Street will always have
one lane open in each direction. All lanes will be open during the day. This
phase is expected to take up to seven nights. 
Project construction also continues on SW 10 Street and Military Trail, with
installation of 24" and 16" diameter pipe crossing across Military Trail.
Pipe is now continuous from the Water Plant to south of the Goolsby
intersection on Military Trail. 
The pilot hole for the next 1000 feet was set up and drilling has resumed.
Crews have also fused pipe sections together for the horizontal drilling
under the canal. This began on Friday with the preparation for installing a
16" diameter line for the electrical and control wiring for the relocated
generator building.
